Dillon Cole is from an obscure YA series, Star Shards by Neal Shusterman, which follows the basic plot of 'A bunch of teenagers have superpowers, shenanigans ensue'. In this case, however, all of the shards have seriously vast powers than they can't entirely control. They're basically gods, and Dillon's powers are the strongest and most fundamental, in terms of how they interact with the universe. So here's a great big TLDR perms post where I try to explain everything he can do.
What he is:
If your character has any ability to see or sense souls/true nature/energy or anything of that sort, Dillon is, literally, (most of) a reincarnated star several times the size of Earth's sun. He has an incredible amount of power crushed into his little human form, and he can't quite keep all of it inside his skin. He's not quite the entire star, however: five smaller pieces of his soul splintered away when the star went nova, and became the souls of other people. Anybody with a reason to is free to pick up on any/all of this. If your character can see his power in a visual way, it reads a bright, burning green.
What he can see:
Canonically, Dillon can learn a great deal about a person just by observing them. It's not a psychic power - he can simply read the rhythm of a person's breath, the dips in their voice, a thousand minute and ordinary details, and his ability can use that to effortlessly deduce everything from the precise nature of childhood trauma to what sort of car someone drives. It doesn't happen all at once, and more detailed/deeply buried things are only apparent if he is actually paying attention/trying to figure them out, but over the course of an ordinary conversation he could pick up quite a lot. Because this is based on his external senses, it will work over the NV for video posts, and to a lesser extent for voice posts. Limiting his range of vision will mostly cut him off from this ability. This ability is not perfect - sometimes he will make a close but incorrect guess/deduction/miss a vital detail. It's also not instantaneous; he generally learns more over time, as he observes more reactions.
In addition to the past, he can also see the pattern of future possibilities surrounding a person, but only when he's specifically looking for it/concentrating on it, which he doesn't do very often. More on this later.
What he CAN'T see:
Anyone who is literally soulless shows up blank for him, especially their futures. He just can't figure it out without that spark there. He can't read his own future pattern, and sometimes he can be very blind to the patterns closely surrounding him. Dillon also couldn't read anything from the Vectors, creatures of pure spirit from another dimension who took human hosts. If your character has powers that should obscure them, or is something altogether different from human, then Dillon probably won't get much out of them. If they're different but similar - humanoid aliens, people with powers that make them more than human but were raised on earth with human culture, etc - then he can probably get some information, but less and with more effort than normal, and he may not understand all of what he perceives. Lastly, if you want to keep your characters' secrets safe from him but can't think of another reason, core interference/his own inattention can always keep him from noticing things.
What he does without trying (and can't really turn off):
Dillon reverses entropy, the fundamental decay of the universe, the law that says that things become more chaotic unless energy is added. Around him, that's not true anymore. If you're in his immediate sphere of influence, random things will produce very ordered results. Everything will become neat and whole, returning to an earlier, pre-deterioration state, minus any pieces that are missing. (Peeling paint, for example, will seem completely fresh - except for the chips of it that are gone, that he can't replace.) People feel rejuvenated, refreshed, full of energy, because for a short time the inexorable process of aging is suspended. Messy things will be neat, worn or wrinkled clothes will become new and pressed. Wounds heal much more quickly. Unless he's having a power spike, it's mostly little things, and it's not immediate. Touch WILL magnify this effect, so keep that in mind if your character tries to touch Dillon. (He generally won't initiate touch.) Dillon himself heals from almost all damage quite rapidly, but in really messy cases he will scar, as he can't retrieve or regenerate lost tissue.
What he can do if he tries:
- All the stuff in the previous section? If he concentrates, he can do a lot more of it, a lot faster. He can bring back the dead and make rivers flow uphill.
- He can manipulate systems to get very ordered results, no matter how improbable. For example, in a game of pool, he can sink all the colored or striped balls in order, followed by the 8-ball, with a single break shot.
- Conversely, he can find fault lines in patterns and destroy the order in a system, setting off elaborate, expanding series of consequences with very simple nudges. He shatters the Hoover Dam to rubble with a pebble tap, at just the right place and rhythm.
- He can do these things to people and their lives/patterns/future systems. Once, he makes one comment to another boy, that triggers him to a short, brutal life of alcoholism and crime, when he otherwise would have gone on to be a successful basketball player. Obviously, it doesn't have to be this huge or ominous. If you want to explore a character's potential but don't know how to make it happen, Dillon is a great Deus Ex Machina for setting off unlikely chains of events.
- He can do this to the pattern of a person's mind as well. With a sentence or two, he can bring a person sharp clarity or deep peace, "as if everything wrong in your life had suddenly fallen into place." Or he can send someone completely off the deep end, mind shattered, marked with one pupil swollen wide and one contracted to a pinprick. This is reversible, but not easily.
None of this is stuff I would ever do in game without plotting and negotiating permissions individually first.

What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? I think things will feel sharper, clearer, more "right" given Mags powers.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? Sure. Little bit here and there are ok. Physical injuries are fine, though Mags doesn't mind - prefers in some causes - the scars.
How much can he divine about your character's future/possible futures? More plotting as it happens but in general no I don't want him to know the future.

Race: Mazoku a race which exists on the astral plane, and projects physical bodies to act upon the material realm. They exist to cause chaos and destruction, to return the universe back into chaotic existence, including themselves.
World Information: Slayers World - Essentially one of four main pillar worlds which seemingly sprung out of an incredibly powerful divine being known as the Lord of Nightmares. His world is the battleground of the two gods Cepheid and Ruby Eye Shabraningo, the first being in charge of keeping the world alive, the latter in destroying it and returning it back to the Sea of Chaos (Lord of Nightmares). Each 'world' is effectively a seperate universe in itself.
How much can he know about your character? He is an astral being, not at all human. He can certainly pick up on that.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Probably physically repellent and disgusting for them to be around one another.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? Nope, projected physical form, doesn't age or scar or anything.
How much can he divine about your character's future/possible futures? He is eternally in middle management for evil people.

World Information: He comes from Castle Oblivion, which is located in the in-between realm of light and darkness. The castle's rooms are usually sterile and white, but can be tranformed by floor to represent worlds visited in memories.
How much can he know about your character? Canon stuff here, anything having happened in the port is ok.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? He's very proud of his originality, and has had his memories tinkered around with before, so anyone's outside attempts to 'fix' him up would be met with hostility.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? The only thing he's really interested in settling right now is some way out of his Puella Magi contract- this will need Kyubey-mun's agreement.
How much can he divine about your character's future/possible futures? lol, I really don't like to plan too far ahead for my characters, so I'm really not too interested in exploring this route.

I'd rather he didn't, just because of the good development that can come out of fixing internal conflicts the old fashioned way. Physical ailments would be fine if the need arises, but she doesn't have anything major at the moment.

World Information: Panem, the remains of North America after an unspecified apocalyptic event, ruled by a oppressive totalitarian government that sends a group of children to the slaughter each year in a fight to the death called the Hunger Games. It's split into twelve districts with one Capitol.

Race: Human (the post-apocalyptic, re-started race kind. This means he was born from an artificial womb, and can't reproduce.)
World Information: Several thousand years after a global scale ecological disaster in which methane hydrate poisoned earth's atmosphere and killed off most living things. Surviving humanity evacuated to the stars in the 11th hour, leaving behind manmade creatures with god-like powers called 'Proxies'. These creatures built enclosed 'domed' cities and regrew the human race inside of them, in 300 isolated 'utopias' scattered across the earth.
Daedalus is from Romdeau, a city that underwent upheaval as the Autoreivs (robots!) developed self-awareness ("The Cogito Virus") and revolted upon awakening, the Proxy 'abandoned' them, and the Regent grew unresponsive.
How much can he know about your character? Canon History here, and knowing any of his Port history is OK too.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Daedalus is naturally tidy, like most Romdeau Citizens craves the comfort or order if only subconsciously, and would probably respond well to this.

Daedalus has a LOT of buried issues and internal conflicts, most of the time these days he functions with them, so none would really require serious intervention. Because much of his life was predetermined, he IS something of a resigned fatalist, though he wavers between Amor Fati & bitter resentment.
How much can he divine about your character's future/possible futures? Daedalus is dead by the end of canon, and in the Port I don't tend to plan for the long range, so divining may be a bit tricky!

GodCreator of his universe. He will definitely register as something Higher than anything that exists in the natural.World Information: A world where trees, rivers, and all sorts of mythical creatures have a voice. Animals can talk, magic (though not necessarily commonplace) is a fact of life. It's Narnia!
How much can he know about your character? Dillan can pick up on what Aslan is, but probably not much else. His demeanor should speak to the sort of Creator he is, though, and how he operates within his creation.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Since Aslan himself is an eternal being of love, light, and order, Dillan probably won't be able to affect him, per se. There might be a sense of likeness, maybe?

I'd be cool with it limited to physical problems, but internal problems are off-limits for usual character development reasons- though Tonegawa doesn't have much in the way of those anyway, outside of his bruised ego.
How much can he divine about your character's future/possible futures? I don't really plan ahead in-game and his story has all but finished, so I'm not sure how applicable this would be for Tonegawa!

Race: Robo-choujin- essentially, he's half-superhuman (very loosely defined in canon) and half-robot.
World Information: A form of Earth in the 1980s where wrestling essentially dominates the universe: choujin constantly fight competitively and to protect the world from evil choujin. Aliens exist, space travel happens a lot and time-travel isn't that far off. It's pretty ridic.
How much can he know about your character? Again, I'm fine with pretty much anything from now or his Port history.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? It might have some weird effects on his robot side- make him even more precise than usual, or extend the amount of time he can use his fighting computer for. Other than that, the usual!

How much can he know about your character? He can know pretty much anything that's in Kevin's app.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? I'd love for Kevin to come across Dillon and have Dillon reverse his powers. Not on him (Screw you Marvel and your golden boy too!) but on something he accidentally used them on.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? Sure. Kevin has a lot of trauma, that kinda makes him who he is, but tiny bits would be cool.
How much can he divine about your character's future/possible futures? Ooooh, he can know the whole story. Just don't tell Kevin. Self-fulfilling prophecy and all that.

World Information: Supernatural TV show, so Earth but with ghosts, demons, the apocalypse...
How much can he know about your character? He can know how she got here. As in: She was blown up along with the dead body of her daughter killing a bunch of hell hounds so the Winchesters could kill Lucifer. Oops. Didn't work.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? She will feel younger (she's in her mid-40s) and she'll be able to think past "kill all the fucking hellhounds. ALL OF THEM" at least a little.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? Some of the physical things. She's slowing down, and trying not to. The mental stuff? She'll panic and shoot him if she ever catches on.
How much can he divine about your character's future/possible futures? Well, in canon, she's dead. So.

Race: Shinigami. Basically, he was born a powerful soul. I don't know how that would register, but it'd probably be something more than human, less than angel.
World Information: Japanese Afterlife. No. Really.
How much can he know about your character? The biggest things in Bya's history are the deaths surrounding. him. It's cool if Dillon knows that, but telling him might not be a good idea.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? I'd imagine that Dillon has some really major reiatsu (soul-power, basically) so Bya will see him as a threat/equal/ally until he investigates further. And it will make Bya use some of his own strength to stand up to it.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? None. His tragedies have made him who he is and some of them he's very settled with and others... well. They make him Not A Robot.
How much can he divine about your character's future/possible futures? *I* don't know his future, because I haven't read the latest arc, so... none really.

How much can he know about your character? Anything you wanna know? Ask. How much you tell her? That's... touchy.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Man. Her powers are nuclear in scope, so it'd be kinda neat to see his powers work with hers and allow her greater control over the size of explosions, and everything else.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? Trauma! She has some! Um, but she clings to it like a teddy bear holding at bay the monsters of the dark, so... don't. But, once she starts healing, if he wants to slip her a little healing? That's totally cool.
How much can he divine about your character's future/possible futures? He can know about her future if he wants, but please do not tell her. PLEASE. M-Day was so stupid.

Race: She's a Walker. Meaning she can change into a coyote at will. She's also Native American. I'd rather he knew the latter but not the former. Magic tends not to work on her, not well, anyway.
World Information: Earth! With werewolves, fae and vampires...
How much can he know about your character? Again, I'd rather he not know much. Magic tends to not work very well on her.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Peace, mostly. Just peace.
Is it okay for Dillon to ease some of your character's trauma/internal conflicts/old physical ailments/whatever? There isn't much to fix. She's handled most of her life pretty well.
How much can he divine about your character's future/possible futures? Not much at all. She knows she's marrying her fiancé eventually. Just not when. So it's cool for him to know that. (she also wears her engagement ring around her neck, so it's not hard to find out.)

Race: He's an archangel. And the Devil. He makes no secret of it, and because he is the Morning Star, I think that Dillon could pick up on a lot of the corruption, but mostly the pure Creative energy.
World Information: From Earth. Our Earth, but with an AU sort of Biblical history, with gods and demons and monsters.
How much can he know about your character? Again, Lucifer makes no secret about himself. But he doesn't have a soul, he's just pure Creative energy with a personality, so I'll leave this up to you. I think it'd be really fun if someone could actually see into Lucifer (no one really has besides Gods) so if you want to take their CR that way, feel free.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Probably none, actually, since he's the Devil and being punished by God.

How much can he divine about your character's future/possible futures? Lucifer knows all his own possible futures already, but Dillon is totally free to see them, too. They're generally not good. The secret is that he just wants peace, after God is dead. The possible future he's chasing is one where he and his brothers can just do whatever they like for eternity.

Race: Descendant of a genetically modified human. Pretty obvious given the wings and all.
World Information: Nill's from a slightly futuristic version of what we can assume is Earth. There's a lot of slavery and human experimenting going on. Her world kind of sucks!

What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? I'd probably leave this up for different interpretation depending on the thread! Right now, though, it'd probably work in sort of helping to stabilize her mental state more than it currently is, and give her more energy than she currently has.

She's especially got a lot of unpleasant trauma because of redheads. Go figure, right? Nill herself wouldn't want him to fix anything currently though, except maybe her touch issues.

I don't quite have anything concrete planned at the moment, but basically, Nill is looking for power, and she's getting kind of desperate to be strong at this point, which could very well lead her to bad life choices. He's totally okay to tell Nill anything though! And he can nudge in whatever way you think he would. I'm not actually sure any of this will apply unless they meet in person though, since Nill always uses text function.

Race: Vincent is a Proxy, basically, a man-made god. In his Proxy form he's like 10 feet tall with pitch-black skin and claws.
World Information: What Kelly said about Ergo Proxy's world. Global ecological disaster, made Earth almost completely unliveable, the original humans took to the stars and left behind 300 Proxies to fix up the environment and create domes for new humans to live in. I'd like to add that the original humans, who are called the Creators, were huge dicks and programmed the Proxies to destroy their work and their own selves once they were ready to return Earth, and at Vincent's canon point, this has pretty much already happened, with Vincent's survival being the one wrinkle in that plan.
How much can he know about your character? Vince might be a proxy, but his body language and thought process isn't significantly different from a human's. Dillon could probably pick up pretty much anything from Vincent. Vincent himself would not be very appreciative of it, he's had enough of that in canon. Physical ailments are a-okay, but there's not much that can hurt him anyway, given his own powers make him pretty much impossible to injure except by other Proxies/sunlight/special bullets.
How much can he divine about your character's future/possible futures? Canonically, Vincent had only JUUUUST gotten his act together to go all Lucifer on his Creators before he got pulled into Siren's Port. Dillon might see some grand rebellion once he goes home but as for the immediate, in-game future, I have no plans as of yet.

Race: Human, though with some modifications. He was born from an artificial womb, and cannot reproduce.
World Information: Several thousand years after a global scale ecological disaster in which methane hydrate poisoned earth's atmosphere and killed off most living things. Surviving humanity evacuated to the stars in the 11th hour, leaving behind man-made creatures with god-like powers called 'Proxies'. These creatures built enclosed 'domed' cities and regrew the human race inside of them, in 300 isolated 'utopias' scattered across the earth. Raul is from Romdeau, a city that underwent upheaval as the Autoreivs (robots!) developed self-awareness ("The Cogito Virus") and revolted upon awakening, the Proxy 'abandoned' them, and the Regent grew unresponsive. Raul was in charge of city security (Chief of the Security Bureau), and when the Regent gave up, Raul had Daedalus Yumeno begin finding a way to make humanity fertile again.
How much can he know about your character? Everything. Canon history is a little sparse, you might want to go more with Daedalus Yumeno's history, since the timeline is the same. Raul has done a lot in the port, and Dillon can know it all!

The Romdeau Citizens are all very tidy and neat, and the chaos of this city is kind of terrible to them. Raul would feel so comforted and calmed by having someone be neat and tidy, to an almost obsessive degree.

He says he's come to terms with his death, but he hasn't, really, and he does tend to push emotions to the side. He works in politics in SP, so he says one thing, but means another, at times. He doesn't have any ailments besides the infertility, which would be AWESOME to be fixed, but won't ever happen.
How much can he divine about your character's future/possible futures? Back home, Raul is dead, so there's no real future there. As for the port, I have no idea where Raul will go, so if it ever becomes determined, I'd be very okay with that!

He's a doctor, and he's taken the oath to help everyone, but he is also determined to kill Johan. It's really hard for him to reconcile, and he was taken to the port during his search for him, so he is still uncertain about what he's going to do with it all. He's also been tortured in the city, and he has a lot of scars on his body and hands, though the ones on his face healed pretty well. He wouldn't want to have anything healed.

Tenma doesn't know what happens in his future, and while he would be interested in knowing, I as the player do not want him to know just yet. I'd like to canon update at some point; in the end, he doesn't kill Johan, though he is a second away from it.

World Information: It's Earth, but it's an Earth that has superpowers, and aliens, and superheroes, and all that kind of stuff. Basically DC Comics world, and not the reboot.
How much can he know about your character? Oooh boy. Tim has a "superhero" alter-ego that's called Red Robin. Tim was the third Robin under Batman, so there's the whole secret identity issue to deal with. I'd be very okay with working something out? Since if someone knows that Red Robin and Tim Drake are the same person, it puts a lot of people in danger. But it does happen, too, so it would be interesting to see how that works!
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Tim would love it. A sense of being calmed is something he doesn't have much? And Tim is a neat freak, so order is always welcome and happily received.

Race: In the "real" world, Mr. Gold is human. In the "fairytale" world, he's a fairytale character with unlimited magical powers. Technically, he's still a fairytale character in the "real" world, since he remembers his past life, but he doesn't have magic there.
World Information: The "real world" is a normal Earth. The "fairytale world" is... not Earth? It's somewhere. No idea where, really, but it's a land where every fairytale character lives somewhere in it. Most of the stories are overlapping; Snow White, Cinderella, and Red Riding Hood are friends, and everyone knows who they are. It's a very interesting place, since it's like every story got mashed together.
How much can he know about your character? Mr. Gold history. Rumpelstiltskin history. Mr. Gold wouldn't like anyone to know anything about him, but I think it'd be interesting, so long as he doesn't let anyone else know!
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Rumpelstiltskin's powers come from a curse that was placed on him. He does not want to break this curse for anything; when given a kiss by his "true love", the curse began to break, and instead of letting it, he pushed her away in anger. It might be interesting if he started to feel a little "cured" around Dillon? Which would make him want to get as far away as possible.

Race: She is Death, the physical embodiment of the idea.
World Information: She is everywhere, there is no world she has not been to, in some way or another. She's one of the "Endless", a family that is the living embodiment of ideas. They are: Destiny, Death, Dream, Despair and Desire (they are twins), Destruction, and Delirium who used to be Delight.
How much can he know about your character? I don't know if he would pick up on anything beyond knowing who/what she is? I don't know how this will work with the way Dillon works, but I'd love to help figure it out! Death, in the Sandman canon, takes life and also gives it, so technically she meets every single person and thing twice, once when they are born, and once when they die. She knows everyone and everything, and usually says hello to them. She's used to people not knowing who she is, and will tell them they've met before, but it's okay if they don't remember, since no one really does!

Race: Proxy. He's a man-made god designed by some
douchbagshumans known as the Creators about 5000+ years ago and has been alive that long, too. He was placed on Earth to restore the human race after it was nearly wiped out during a worldwide ecological disaster.World Information: It's Earth, but extremely unpleasant. The environment itself is bleak and uninhabitable, the atmosphere is poisonous, and the only way people generally survive is living inside domes constructed by one of the 300 Proxies released by the Creators. I won't go on too much since others have said more about it.
How much can he know about your character? Anything in his application is pretty much fair game. I'd say pretty formative events for him were being abandoned by the Creators (they took off in spaceships, and left him to recreate humanity), not being able to actually bring a successful crop of humanity into existence due to faulty data (all humans in Ergo Proxy cannot reproduce), and knowing from the beginning that he would be responsible for the destruction of the world being set up (e.g. the Pulse of the Awakening). He is also unable to be out during the daylight hours because, unlike his shadow Vincent Law who developed a bit of a tolerance to sunlight, he can't be out in it at all or he will die in a matter of minutes.
What kind of effects would your character feel from his ordering/neatening/rejuvenating presence? Since Proxy One has proven to be a very destructive force in his canon, he'd probably notice it was happening and withdraw from it. He's a very bitter, despair-riddled character (for all that he acts like a hideous jerk), and peace isn't something he'd readily accept.

He wouldn't consider it genuine, and he has this problem with holding on to grudges. I'm not sure if Dillon could briefly remove his vulnerability to sunlight, but being able to actually see the sun without disintegrating under it could possibly make him happy.
How much can he divine about your character's future/possible futures? He died before he arrived in the Port. He was slain by his own shadow, Vincent Law, which was the end he desired for himself. I have no concrete plans for him in the Port so "future" stuff will probably be hazy.

World Information: An Earth that is totally normal except for, apparently, drugs that can create ridiculous abilities.

UM--something incredibly formative (and damaging, hooray!) happened when he was six; Dillon can pick up that this was centered around 'the babysitter,' but like, that's actually about all Jonah remembers, so. Also everything - eeeverything - in his life was upended just before he died, so those two points are probably the strongest.
